The Dynamic of Beijing's Relationship With the Leaders

Beijing has cultivated a relationship with different leaderships across these regions. But we didn't see any of that in the reporting on the meeting between the Turkmen leader and Xi Jinping. I think it just has to do with Turkmenistan's own priorities for foreign policy, but other Central Asian countries are happy to fall under China's discourse power.
