The Early Phoenician Settlement at Welva
Welva wasn't a colony. At most it was a multicultural trading settlement with a Phoenician presence, and we shouldn't necessarily see them as the driving force behind its creation. It would be a long time before the first signs of actual Phoenician settlements began to appear in the west at places like Gaddis and Carthage. All of this activity belongs to a phase of Phoenician activity that scholars call pre-colonization. The indigenous people of southwestern Spain weren't dupes. They were equal players in these transactions.
