Is the Digital Rupee a Digital Currency?

The digital rupee will not be issued in the same denominations as the physical currency notes that we have, is there any reason for this? Just curious as it doesn't mean it. I was just thinking, I was just implying that you think of it as very similar to a digital currency as example. So yeah, it's not going to be the same denominations.
