St. Louis was very segregated in the early 20th century, but it also had a lot of bohemian immigrant communities. Mill Creek is systematically destroyed and black neighborhoods like it are thought of as just black. The solution to this is the Pruitt-Igoe housing complex. It's 33 buildings each building is 11 stories tall; they all look like white and tan dominoes.
