The only place that airlines are really able to then exchange the Naira into their preferred currencies is with the Nigerian central bank. With dwindling oil revenues, meager exports, and currency interventions, which have drained Nigeria's foreign exchange coffers, thecentral bank basically has no dollars to sell.
