We Don't Want to Be an Empire

"We're a country who doesn't want to be an empire. We've never really wanted to be, you know, empires require things like viceroys and regional governors," he says. "And so we're at war for 20 years, and what are we doing? We're fighting 21 year long wars because we just don't approach things that way." He adds: "Maybe it's a lesson to us, is it?"
