In both states, lawsuits challenging the congressional maps prompted state courts to intervene and establish new district boundaries that are considered wins for democrats. In north carolina, the state supreme court let a non partisan panel of experts draw a new map after concluding the republican state legislatures map violated the state constitution by favoring republican voters. Because you're only allowed to favor democrat voters. And it just so happens those same democrat voters put them in power. That is, because the state supreme ort is elected in pennsylvania.
