Under in the 19 forties, under president roosevelt, who created a second bill of rights that included, all humans have a right to decent housing. Up until the nineties, 19 seventies, the idea was that a fortable housing should be in reach of all of us. So really, it was during the nixon administration when funding for housing and hudd started to be cut and then cut in half again during the regin administration. This is what we're seeing during the clinton administration.
