Starmarism is an administrative critique of what's gone wrong with the British government over the past decade. The idea is that by focusing government activity on key strategic objectives, very, very well defined targets, government is able to pull together towards certain goals. And those goals act as a triage for resolving all government business. It enables Starmar to say that if a policy doesn't serve that mission, it's not a priority and it won't happen.
