The Cabinet Isn't Written Down
There is no law governing who's on the cabinet. Nothing formally comes of being on the cabinet, other than you being able to walk around with your shoulders a little higher. The british cabinet is composed of people who hold a seat in parliament. So ther their opinions inherently matter a lot more. But if the president doesn't like them much and had to appoint them for political reasons, they matter a lot less.
