Is There a Sufficient Alternative to Criminal Prosecution?

In order to prosecute somebody for a crime, you have to personally use the prosecutor. In the private sector, you advance your client's interests whether you believe in them or not. For federal prosecutors, number one, you must personally believe in the goal of the defendant. It also strikes me that when we're talking about classified documents, my history with classified documents is in the military. The suite of options available to the commander, if you mishandle classified information in the military are much larger than they are in the civilian world.
