Do the Processes Around Penalties Need to Change?

I don't understand why Formula 1 or the FIA's that doesn't say then right, push everything back. We'll decide then, then we'll do the podium ceremony. So I think it's just it's a ridiculous kind of far school situation to have a guy on the top step of the podium and you're like, well, he might not actually win the race. And from a general look point of view, I just think it's pretty awful. The poorest thing seems like a bit of a form of aformality. It seemed like that in the race... so yeah, I think there's so many things about that that need to change.
