Can the US Match CHIPSAK's Benefits?

There is a concern that in the US, costs of establishing a domestic chip production unit are higher. China and South Korea on the other hand offer such companies tax credits and outside deductions. More can be done on this fund including also discouraging bad market activities like stock, buybacks and putting a lid on capex and R&D funding.
