This reads like the king was confiscating people's property who had died in his military service. No, i think that's true. The voting is, the voting is oppressive. Two, if you're one of the heirs ind your wardship, you can still have your inheritance and without fine when you come of age. So these under aged people were inheriting things from their dead parents. He was taxing them immediately, apparently. But now he says that they have no fines or any of that stuff until they hit their majority.
