Are Cardinals Able to Influence Committee Processes?

Most of the work in the conference gets done in committees anyway. There are Cardinals to be sure who are able to exercise, influence committee processes. A lot of bishops said they were surprised that priorities and plans had a Cardinal run against an Archbishop for Secretary. It's not like people were like, well, we better vote for Cardinal.
