In california, you do have to pass atest. You have to get a training certificate and go through an approved state training course. And ultimately the sheriff gets the final decision,. which has led to some really weird kinds of corruption. But in the abstract, i'm not opposed to that cept. But again, it really just kind of depends on how it's put into practice.
