The History of Rice Policy
In the 19 fifties, export taxes contributed as much as one third of government revenue. These export taxes created a tax burden on farmers that ranged from about ten% to 25%. Farmers bore the weight of this tax. Beyond merely providing government revenue, the ti government at that time was also trying to provide cheap rice for its urban population.
