With reform and opening in the 80s, there was tremendous flow of labor to the coastal provinces. The government turned it into a sort of incubator because there happened to be this backflow of people. So cheap or even free accommodation for the returnees to live in these tower blocks that were built next to the industrial park. This is another area where the government has helped and gung ho has also helped in PC - suburban county to the west of jungle.
