Roosevelt served as assistant secretary of the navy. He was only there for a short time before the spanish american war broke out. So he resigned his position and cobbled together this rough riders regiment. The most famous episode of this was the battle of san juan hill in July 18 98, where roosevelt and his rough riders charged up San Juan Hill to capture the stronghold. Then when the war is over they are in need of a candidate for the governorship of new york,. And so roosevelt is a war hero, is a natural choice.
