The Problem of Fiscal Federalism in Public Finance Management Systems
There's an interesting overlap between the project that you've been working on for your dissertation and the public finance management system. There is federalism at the local governmants level, but most states are lagging far behind in this respect. It's not just about fiscal federalism, but also about transparency - when where funds are at a given time and what is causing delays. So one of the arguments we make in the book is it's not just thinking about where funds go and who decides application of funds to begin with, or budget applications to begin with. But also thinking broadly at the bigger picture about last mile delivery.
