Situlik: Some states have taken steps to neutralize its effects by joining the national popular vote interstate compact, where participants pledge their electoral votes to the candidate that wins the popular vote. That would actually require a constitutional amendment. And it might require looking at other constitutions and looking at other countries and seeing how they do it. But i don't see that change in any soon.
