Is a Programme Sustainable?

When people talk about the sustainability of a programme, they kind of mean, how we going to palm the cost of this programe on to some one else. Is this something like basic education, which needs to be funded essentially indefinitely? Or is this something like dewerming, which i don't want the kenyon government to have to sustain a dewerming program 20 years from now. We may find that identifying a highly cost effective solution, funding it reliably for ten years, 15 years, is way more cost effective than constantly starting and stopping and re prioritizing various pilot programes That never get continued becausekind of magical thinking that they're going to somehow just perpetuate themselves.
