The psalmist speaks of making vows to the lord in a day of trouble, and then subsequently paying his vows to the Lord upon his deliverance from his distress. In genesis, chapter 28, verses 20, 22, jacob made a vow that we might perhaps see as the basis of the tithe that his descendants would pay to the lord.
