The Cost of the Wrong Health Decisions Can Be Passed on to Third Parties
Politicians have an asymmetrical payoff. They don't pay for the costs, especially if they have a safe salary like state employees. So the cost of their decisions can be passed on to third parties. And therefore, they have an incentive to exaggerate the threat. Yeah, it fosters the possibility and the development of a mass hysteria.
