There is a tendency, sometimes in the west, to view modern china as communists only in name. What role does communism or communist ideology play in the production and consumption of intelligence in China? I think the biggest piece that would stand out in my mind is that the chinese communist party has defined security in termsof the absence of threat. And when you think about that, absence of threat ris you can't prove a negative. So they're always going to be out there, searching, poking and assuming that those enemies are there,. coming at the party state.
