PELTA v. Charter Day School
David Frum: Charter schools are a unique kind of public school. He says they're funded by the state and go to individuals for free. In one case, an Oklahoma day school created a dress code for its female students. Frum: If this stands, if the Supreme Court affirms, then barring really radically meaningful distinctions between the Oklahoma situation and the North Carolina situation, Oklahoma will have approved a Catholic public school.
