Is the Federal Government Setting the Interest Rates?

The interest rates o are set by by congress. They typically dust tract the federal funds rate plus the spread. And that spread is heavily dictated by lobbying, isn't it? Im i'm not sure if its labbeing m per sa. In a sense, what the government is doing is giving away loans without a proper underwriting and charging the good guys for their own mistakes.
