If the culture is operating with much more of the permission, then there are people out there who want to be told how to do their job. The biggest misconception about a culture of agreements and working in this way is that people assume that everybody needs to be completely self-directed. If we really hold openness in our minds for six months it can help us see what's possible if we all play the game together.
