The British government began restricting trade with revolutionary France in 1792. The French followed suit, and thus began a tit-for-tat escalation. Restrictions on both sides grew tighter, escalating in turn. By 1800, the Royal Navy was claiming the right to board all ships, even those from neutral states,.
