The British government began restricting trade with revolutionary France in 1792. The French followed suit, and thus began a tit-for-tat escalation. Restrictions on both sides grew tighter, escalating in turn. By 1800, the Royal Navy was claiming the right to board all ships, even those from neutral states,. This was almost unprecedented in the history of warfare.
