Joseph McCarthy will be sworn in as the junior Senator from Wisconsin next month. He calls a press conference to talk about a hot button issue: coal miners are on a major strike. A reporter laughs out loud and says that the Senator elect can't actually be serious. Several months later, Senator Charles Toby sits at a desk in the US Capitol listening to debate over sugar rationing.
