What the US government does not want is all these foreign banks dumping treasuries to get dollars to pay the deposits back for the dollars that go in the US banking system. So they said, hey, guess what? Swapflies are open, you know, so central bank, ECB, BOE. Don't sell your treasuries. That's the only one that had to happen. It's a bailout of the foreign banking system that most people aren't going to notice.
