Kohn: The idea that people who are poor just don't want to do better for themselves is wrong. She says there's a need for government agencies and nonprofits to work together on programs like Julie's Family Learning Program which helps women lift themselves and their families out of poverty.Kohn: A ballot measure in Multnomah County, Oregon approved a 1.5% personal income tax on incomes above 125k for single filers and 200k for joint filers by 2020.
