The Decline of the Ottoman Empire
The tax farm became a secondary system within the Ottoman Empire. What became politically important was the collection of cash taxes for the treasury so that they could pay their foot soldiers. So it didn't really matter to the central treasury if they surveyed using the old system anymore. The people who were awarded those funds collected from the areas that they were awarded to are no longer a government concern.
