The president didn't convene a cabinet meeting until two and a half years into his presidency. He liked bringing together multiple advisers, getting their conflicting viewpoints,. Let them sort of doke it out with each other, and sitting back and observing. But he'd really exhausted the tools at his disposal before turning back to the very thing that the drafters of the constitution had chosen not to include: the cabinet.
