In 1896, the Kaiser impulsively sent a concradulatory telegram to Paul Kruger of the Transvaal Republic, South Africa. In 1900, the Boxer Rebellion in China led to the capture of a number of Europeans,. including Germans in the city of Peking. Most of Europe's great powers dispatched soldiers to deal with the situation. The Kaiser was late in doing so and his men arrived tooLate to participate in the fight. But before they left, the Kaiser insisted on addressing them personally with a speech that made him the laughingstock of Europe.
