Getting a Faster Response to Mass Shootings

I'm changing local departmental policy than yues getting any law that changes how the police behaaveye, highly unlikely. The solution is to try to find ways to make it less harmful without reducing the ability of people with guns to show up and stop someone who's murdering kits. Those are the two things that need to be done,. not reduce the efficacy of the system which is not very good at stopping mass shootings.
