Ordinary particles had this thing called electric charge, which is very important. Photons are massless and have nothing but kinetic energy. When two particles come together to interact like an electron and a proton or two electrons or whatever, they can emit a tiny tiny amount of energy in the form of a photon. And that's basically the least amount of energy it can possibly have.
