Russia doesn't push Southeast Asian countries to make different foreign policy choices as a result of the support that it provides them. Japan has spent decades trying to build its relations with Southeast Asia. A lot of people, certainly in Washington and other Western capitals, are frustrated when Japan hasn't pushed particular agendas. I think this seems to be changing to some extent, for example, during Abishin-Zou and Kishida from Mr. Kishida's time.
