The Supreme Court ruled that a candidate can't borrow money to run for office and then not repay it after the election. The rule is meant to prevent 'quid proquo corruption' But David Letterman says there's no such thing as corrupting campaign finance laws. He also argues that incumbents are protected from challengers because they have so much more money at their disposal.
