The basic version of responsive web design is fluid containers, giving things percentages instead of pixel values. You don't always have to make divs and content fluid in between your breakpoints or anything like that but a fluid container or a fluid with the size of a container is a responsive web design technique. And this is good for dynamic content where pixel perfect sizing is an important thing to adjust, especially in between breakpoints.
