Mortgage bankers and appraisers are the people who process loan applications for approve by a bank. These folks work really closely with real estate agents who regularly recommend home buyers to them. But these relationships represent what you call segregated inter industry networking, or racially segregated professional and client networks that exclude racial minority agents and home buyers. And relatedly, they use what you call racial discretion to decide whether and how to work with home buyers and to interpret loan applications.
