Is There a Human Civilization in Every Galaxie?

The only data point of life that we have is our planet. I would say from my gut feeling, it's possible that there'll be life in other other star systems or other galaxies. May be even human like life. But we don't know for sure. We will know only when we discover it for the first time. What will happen if the rotation of the earth slows down or increases? The only thing that remains constant is change itself.
