John Avlon: The crime is the tactical problem. You can fix that right away just by enforcing the laws we have. Then you have to invest a decade or two and solve the strategic problem, which is racial disparity,. poverty, social ills that really are harder to tackle. He says politicians don't like tackling them because it's hard; they can't take credit for it next year. "We got to learn to walk into gum," Avlon adds.
