Andrew Cuomo and the Democratic Budget Process

In New York, Democrats have won majorities in the past decade. So why does this system continue? Basically Trump gets elected in 2016. Democrats mobilize and defeat the Democrats that Andrew Cuomo has gotten to give power to Republicans. And then in 2018, Democrats get total control of the governorship, the state Senate and the state assembly.
