The ultimate decision about accepting public housing and locating it was left to local governments. Law required that the pha's enter into cooperation agreements with local government before constructing a housing project. Suburban areas did not have to join the program and they often resisted doing so this is the kind of first factor that led to a concentration of these units in central city areas as opposed to suburban areas.
