The Negative Dynamic of Richer Countries Overachieving Their Goals
I think what I've witnessed in the last 30 years is richer countries tend to make bigger announcements and bigger pledges and under deliver. And developing countries are far more cautious and make fewer commitments, fewer pledges or lower pledges and over deliver. There should be a much bigger spotlight on the failure of countries such as China, whose emissions are bigger than those of the entire developed worldto seriously strengthen their commitments.
