Batrezzie grisbeck is professor at the university of warsaw and author of a book entitled criminal responsibility for the crime of aggression. In 19 91, a declaration of independence by states within the former yuguslavia led to war between the country's constituent ethnic groups. The united nations security council decided to set up an international court to hold those perpetrating war crimes to account. But there was an immediate stumbling block on the road to achieving justice - countries had to agree to hand over their suspects. Frustration was growing despite the fact that states were obliged to co operate with thi tribunal because it was established by the security council.
