The Role of Governance in the Small Municipalities

I'm imagining that this is a culture in which like money talks so it's whoever is kind of on top in terms of having um the finances in place is also in charge of governance. So you have a definite haves and have-nots and the haves are people who have really made it big with trade. I think that they are matrilineal not necessarily matriarchal but matrilineals in that inheritance is going through the mother's line not the father's line. With nations thatUm that the land is very important and is of major means of production that could get interesting yeah.
