Sarah Bronan is a professor of law and urban planning at Cornell. She wrote an article in the Harvard Law Review Forum called Rewriting Our Nation's Deadly Traffic Manual. It says that for any given roadway, the speed limit can be changed if 85% or the 85th percentile of drivers are driving a certain speed. New York City has adopted an approach called Vision Zero to entirely eliminate traffic deaths and serious injuries.
