What Are the Leaders of the State?

At 50, scarred and sober, armed with althe tradition, these men will become the rulers of the state. They realize you just can't meant leaders by running them through an mba programme or a law programme and not teach em any character. So what we need is people who have gone through the education, through the experience, and then they become the leaders.
